The parking area as marked out is clearly insufficient for that many flats. Surely that is the issue here? What is being described as 'nuisance parking' sounds like residents desperate to park.
Primarily not trespassers. Not with that gate system.
A PPC WILL NOT resolve a problem of too few marked spaces. It is clear now that it is always residents who are targeted and I've no idea why people would say overspill of residents' own vehicles in such an estate is 'illegal' parking.
Is there no scope for more spaces marked out along one side of the approach road/drive and/or next to the walkway?

I am against what you said if they are really hiding. As you feel the warden was not fair, I wish you luck in court. Please do an update when you win.3 -

I'm thinking the latter. Seen many 'repeat' cars offenders (no permit) with mutiple yellow envelopes on their windscreen. In the meantime the underground residents parking are only 80% occupied. Another funny story, a lot of the residents were either lazy or late to collect or recieve the permit, or didn't read the email from the HA that ticketing would commence even in the underground car park and that half the cars there were ticketed! Despite being legitimate residents who owned their parking bay in their leases. That was a massive oopsie!Some parkers parked not in a DB bay are DB holders with permits. Maybe the HA has lost track or over issued DB permits, who knows? Also the gate is not useful, as you can just tailgate a resident in, while that road leading (double yellows) to the gate outside is suppose to be a 2 way road, lots park on one side, making it a 'one way,' I do agree with @diystarter7 on some of the points made regarding apartment blocks and parking. I would have applauded the warden for giving me a ticket if it was clearly over 5 mins unloading (ironic as it seems) as that's what we were told and have always worked towards (like the time when I saw Boris Johnson on the DLR, and the ticket inspector fined him for no ticket when he was mayor), but not the way it turned out..

I'd say it really isn't. Neither funny nor their fault.
I feel really sorry for them all. This sums up all that is wrong with using a PPC on residential estates and enjoying other people's misfortune is just going along with the blame culture they perpetuate.
Does no-one at this estate get what the PPC deliberately did there? This is typical rogue conduct.
Instead of just adding residents' cars onto a permitted whitelist to protect them, Link Parking relied upon taking advantage of human nature and busy lives, that means people have more important things to think about than avoiding scam PCNs that they haven't twigged are a risk.
Cars with PCNs and no permit showing (in these circumstances) are not rogue parkers. They are victims. Rogue IPC parking firms at residential sites know a certain % of people will forget if the burden is on the consumer to do something.
Is no-one allowed visitors by car? Those poor residents and visitors. Sounds like a no-go zone for prospective flat-buyers or renters who have cars/want visitors.
This sounds like a broken car park to me (no-one has realised what the real issues are - it's not illegal parking!) and setting up CCTV and NPE suing people to add to this misery in 2023 is plain daft.
Guess what will happen after the second week in January? Yep, genuine residents & visitors will get reams of PCNs by post because they will be displaying Link permits in good faith.
This is toxic.
The Housing Management should be ashamed and everyone baying at meetings about 'illegal parking' and making massive assumptions about trespassers and fault might want to give their head a wobble and remember what's really a priority in people's lives right now.
Staying well and affording to live.
Not having to remember which parking firm is operating this month or next month, and having to change or register to display a 'new' permit they don't even have to display under their lease. I meant it was a massive oopsie for the HA for not doing better to inform residents, especially those who may have been abroad during the 1 month notice period. Some vehicles did put a paper 'awaiting permit, this is my allocated spot' and were still ticketed.
. Although I'm not sure what else HA could have done, they posted a letter about this in every letter box, and sent an email around as well. Half appeared to have got the memo, they other half, I don't know.
Oh to make things more confusing, the residents underground parking would still be mangaed by Link. Everywhere else outside including DB bay parking, but the new parking firm.
It does say on the main gate in front clearly that there are no visitors car parking. However on the public street just few meters opposite you can park there after 1730 until 0830 everyday and all day on the weekends.Previously I used to rent out my parking here, and parked elsewhere and that parking place was managed by UKCPM. For that one, the AMPR camera is reversed, eg...entry into the carpark is rear number plate, and exit is front number plate, strange but true. Guess what? They gave me a ticket for the time I was OUTSIDE the area. They did cancel on the first appeal though, when I showed them the picture.That's an entire different story of the camera being at the top of the slip road 100 meters from the actual gated parking it's suppose to monitor, which was also the base of an underground stn. So everyone who waited for passengers at the station past the camera, deliveries over 20 mins, or even ambulance in this area would be issued if over 20 mins. This is just terrible, the more you say. If one of my 'Coupon-kids' wanted to rent or buy a flat there I'd stop them.
The problem is the HA. Why no whitelist or first offence warning for residents? I'll tell you why not. Because PPCs wouldn't make any money.

It is a nightmare, but in terms of the CCTV monitoring starting in Jan, each household is allowed to have 1 whitelisted vehicle registered for 15 mins grace period. I mean what happens if someone is behind the Sainsbury's truck that takes AGES to move off? I've already given my VRM to register. How that would work in theory, we will know in Jan.

NPE are not there to help residents, or the MA for that matter. They are there to make money for themselves. Go figure, as they say!Please note, we are not a legal advice forum.
