re the development - this has finished and the car park has been split as per my earlier photo showing the different car parks at the stationSorry on my computer your rejection letter did no show all I could see was IMG_7345PNG but you sorted that out.My point was that this land seems to have been sold off for the development of apartments (which I assume has not been started yet) by the long term lessees with parking for those apartments. The TOC in their report states that their official car park managed by APCOA is already under utilised so that area has no need for public use and would no longer be under TOC ownership and thus Bye-laws not applicable.I imagine these jokers are renting it in the interim and the development company are getting some short term return.HANCP are new kids on the block, a small inexperienced operator and unlikely to take this beyond scary debt collector stage. If the signage/boundary marking is poor/confusing a motorist might pre-book, or pay on site to APCOA by mistake. Also IMHO their amateurish rejection talks about enforcing "regulations" (which they are not) which I would say is tantamount to holding out as an authority which should be reported to their ATA

Hi all, just to make sure on the right page, the appeal now needs to go to the IAS - is there any form of template or this just needs to be drafted as a complaint due to bad signage etc of the site?
Am I correct in thinking the IAS will also reject this appeal - if so, what is the next step?
Thank you

Thank youYou have a 4% chance of the IAS finding for you (lottery odds!). Next step ... don't pay, ride out any debt collector drivel, defend a court case if virgin HANCP have the wherewithal to instigate. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Just as an update - I missed the deadline for the appeal to IAS (didn't realise it was 21 days after rejection ). I have received an "Action Required Today" letter from TNC Collections adding a £70 admin fee to the fine and threatening further action if no payment is made - although no deadline on the letter (attached)
