As for the site it would appear it was owned by The Rail Operating Company who leased it to WE Black a property company for parking spaces for Albany Gate.

But according to this 70 page document was disposed of for development, maybe it has been temporarily leased out for parking until the development goes ahead:

re the development - this has finished and the car park has been split as per my earlier photo showing the different car parks at the station

"IAS appeals are all about evidence, which is in your case about showing the car parks are NOT clearly delineated and the driver was going by an offer made by APCOA at the entrance and at no point entered into any contract with this bunch of chancers."

its the letter from them rejecting the appeal - it shows on my screen hence the confusion. will try to repost
