PCN - PARKING EYE - HALLSVILLE QUARTER, E16 - Pregnant + ill at the time - urgent advice pls?

    Please take your focus off POPLA for 2 days and do what I advised, urgently.

    Please tell us when the retail park agent cancel it for you tomorrow.
    I will try but I am at a loss how else to find it - as I asked in store and did google searches - it is not clear anywhere in the construction of the buildings who the landowners are. I have no clue where to start by asking the council - is it the bulding deaprtment? OR Parking?

    What's the name of this retail park and the town?
    The only info I can find when I look around the area is that it is Hallsville Quarter, E16 (London). On the letter from PE is Hallsville Quarter - Basement and Surface.

    I have found one of the developers is Linkcity, who said I need to contact bouygues developers and they only gave me an email - which I have tried to email to ask if they are the private landlord.

    should i just send a complaint to bougyes as i have sent an email asking if they are the landowners...

    I managed to get through to th e business rates department and she thinks it is is NEwham Council but wasnt 100% sure - if this is the case = who would i email at the council to cancel the PCN?

    Linkcity and Bouygues are sister companies. 

    The building contractor is Bouygues:

    Hello,

    I tried CF commercial and Nash Bond this morning. I was told by one of them that LinkCity is the one who owns the land but there are different parts to the development as I received this email from LinkCity - woudl you just email everyone on the contact list with the issue?

    this is what linkcity has now sent to me:

    I have been passed your e-mail and in relation to your query below, the Hallsville Quarter estate has a number of parties that hold a leasehold interest of part, including Linkcity. The identity of the party or parties will depend on which block and phase of the development your unit is located within. In any event, all queries relating to the ownership and management of all units within Hallsville Quarter can be sent to First Port (aka Mainstay) as it is the managing agent for the whole development which manages the estate on behalf of Hallsville Management Company (the entity responsible for the estate management at Hallsville Quarter).

    I am just going to email everyone I can on CC - as I cannot find an actually email address for any individual.

    Do you think this email will suffice as a collective email?  I have found the local councillors for the two local wards, who also sit on the hallsville management company - should I email them in too?

    CUSTOMER COMPLAINT - Morrison’s Car Park, Hallsville Quarter (Surface and Basement), London, E16 - PARKING CHARGE NOTICE - Parking Eye (XXXXOctober 2022)


    Dear Sir/Madam

    Re: Complaint: Morrison’s Car Park, Hallsville Quarter - Surface and Basement, London, E16 - PARKING CHARGE NOTICE - Parking Eye (XXXX October 2022)

    This email is being sent to a number of you as the potential landowners of the land leased to ParkingEye. I have also copied in the local ward councillors who also sit on  Hallsville Quarter Long Term Management Company - so they are aware of the unscrupulous operations and excessive charges of ParkingEye, one of your leasees - who are operating illegally and not inline with BPA protocols. 

    My partner and I received a PCN from Parking Eye on 7th November 2022, which was dated 28th October 2022, for spending over the free 2 hours at, Hallsville E16 car park (they say we spent 3 hours there) - entry and exit was from Rathbone Way. We do not normally drive, however, due to my partner being heavily pregnant and suffering from extreme sickness (Hyperemesis Gravidarum) and shortness of breath due to anaemia, we decided to visit the store by car.

    We tried to pay the stated tariff on the pay and display, of £15 for 9 hours - twice (once when we got there and once when we left). We went shopping in Morrisons and then delivered some purchased food to a pregnant friend. On both occasions we attempted to enter the car’s details and we could not make a payment as the machine would not accept payment, alongside there being no number to call to query this on the payment machine. My partner was also unwell due to suffering from extreme pregnancy sickness, which means she has to take medication to stop her constantly vomiting and because of this we had to wait until she felt better to move again. Her pregnancy meant at the time she was protected under the 2010 Equality Act, this legal act needs to be taken into consideration and has not been acknowledged by your leasee, Parking Eye.

    We are requesting as the landowners that we as customers who regularly visit the numerous retail units have Parking Eye's PCN £100 be cancelled - due to above issues and my partner’s current pregnancy and sickness status. Alongside the fact that attempts to purchase a ticket twice were made - the signage provided by your contractor, Parking Eye is no existent on entry or exit to the car park (contravenes legal BPA requirements) and the ticket machine provides no phone line to query when a machine is not working properly. 

    We provided all the relevant imagery and a video of the last attempt made to pay to Parking Eye, and we received a standard template rejection from ParkingEye nearly 3 weeks after we complained to them on 14th Dec 2022.
