PCN from EPC PLC for vignette from Hungary

I received a Penalty Charge Notice from EPC PLC (81.71 GBP / 36 for the ticket and 45.71 for administrative costs) that i drove through Hungary without a valid vignette even though I bought one just not in the 60 minutes time since the first gas station was full and I tried to buy it from Romania before entering and they said that the system is down. So I had no choice but to drive to the next one. And I only went over that 60 minutes period by 6 minutes. I challenged it and received a message back from EPC that i still have to pay because i went over. When you enter Hungary it doesn't say on the panels that you have to pay within 60 minutes or might but in their language. It's not a reasonable time to buy a vignette since anything can happen on the road (congestion, accidents ...)
Plus PCN doesn't even make sense since this was not from a UK road.

Anyone had to deal with this?

    Ignore it, it won't go any further, don't get involved in any correspondence with them. EPC are debt collection chancers, hoovering up unpaid charges from across Europe.

    I did read around here. I was curious if anything changed with this company in the meantime. They can take me to court with this as I have the receipt for the vignette that I paid in Hungary.

    No court is going to be involved. Just erase this episode from your mind.

  • I had the similar outcome from not buying a vignette in Hungary, too. Their website was down, that's why I didn't buy one, and when I went to a petrol station to ask for one they told me it was only for locals!  If it all added together, makes £747 in fines for just not having a vignette for four days.  EPC are a total bunch of scammers. I will not be paying this enormous fine, and if they get snotty with me, I'll see them in court if they have the minerals.

    We've yet to see any EPC foreign country case get anywhere near a UK court. In any event, how could a UK court possibly consider any case based on the legal system of another nation? 😩

    hi I have the  same problem I have traveled from romania back to UK, I have done this trip many times and never had a problem, but now I have received a fine from epc in November for £80 I have emailed them and provided a bank statement  showing the transaction of 3820ft hungarian money for a 10day  vignette   I never heard back from them until  end of January when I received a letter from contractu debt collection a sisters company of epc now demanding £186  tried to speak to them send them proof  my bank statement but they refuse to accept it  and advised me to go to Hungary to get a hard copy of the receipt, they are trying everything to get money out of me. I won't pay them I haven't done anything wrong. can they I force this in a UK court? Will the court accept a bank statement as proof of payment/purchase?
