I've booked the electrician, and I'm in direct contact with them, I've made them aware of the situation and specified what they need to look for inspect, but yes I'll definitely ask them to phone me

I suspect that the meter "check" was a routine read/safety check -

Now the threads have been merged I see you have authority to speak to Eon on your uncles behalf.

Have you set up an online account  -  that will give your copies of the bills and the "Hub" daily use. ? (Its a long thread - apologies if this has already been asked)

No I haven't set up an online account, I asked husband's uncle if he wanted me to do that, and he said no, because they were coming to check the meter. We also discussed at the time getting power of attorney and he agreed to it, but when he returned home he changed his mind...he very much will agree and be up for something only when he's returned home to say no or we'll be unable to contact him..as far as I know under the mental capacity act he is deemed to have capacity and therefore consent is required and I don't want to force him or coerce him into decisions he doesn't want or changes his mind, but on the other hand when there's an issue or problem he asks us for help to resolve it, and we suggest and offer and initially he agrees and is on board, we explain it so he understands, write it down so he can re read in case be forgets, and he is thankful for our advise, help and support only for a few days when he has returned home to say he doesn't want to move into sheltered accomodation/let us have power of attorney/allow me to set up an online account/get pest control in ect

Just do it - you've got authority to act on his behalf.   The more info you can get the better

You don't need power of attorney for this. You wrote previously:

We've had a chat with uncle B I'm now authorised to speak to eon on his behalf.
If you are able to speak to E.ON on his behalf, you can set up an online account like Robin9 suggests.

Authority to act on his behalf, within his wishes. If he is saying no then the OP shouldn't be overriding that. Unless now that nothing has changed, he is willing to reconsider, to move things forwards.
All shall be well, and all shall be well, and all manner of things shall be well.

Pedant alert - it's could have, not could of.

Eon next sent someone out to test the meter
They can only test a meter to see if it is working. Testing for accuracy requires more than a cursory check.

I agree. Relatives should not take over another persons’ life without having the proper legal protections in place. It is a dangerous road to go down.
