So the meter is reading correctly, it seems...but usage has gone right down to normal amounts before all this happened... I'm at a lost of what to do1

That at least is some good news - hope it stays that way.
My guess is that your uncle was using a electric heater.Never pay on an estimated bill. Always read and understand your bill1 -
It’s been so warm that any electric heaters being used on a thermostat would probably not come on.
