What point are you wanting it to support, the argument against added fake fees?
I'd forgotten that a preposterous 32% of respondents (i.e. the greediest lying gits connected to this industry) lied that the real costs of their bulk bullying 'debt recovery' exceed £70 per PCN.
Pull the other one. You couldn't make it up.

The fact that they have to comply with the new Code of practice. I believe the screenshot shows I’m right to believe the courts would expect them to comply with the new code even though it wasn’t in force?Their argument for the added fees is they have it somewhere with a small font on their sign. So part of the “contract”.1

As you say, that's in very small print. Doesn't meet Lord Denning's (still trite law) 'red hand rule' for prominence of onerous terms.
The Consumer Rights Act 2015 requires prominence of terms and consumer notices (the signs themselves) but if you are using our Template Defence and standard WS bundle you'll have seen that point is already made, to make it easy to voice at any hearing because it's all there in our resources already.PRIVATE 'PCN'? The first picture is a stock image of a sign held on a computer database. This is obvious because there is a dirty great water mark running through it, and there are no screws.
UKPC signs are always inadequate and fail to meet the BPA requirements on signage. The fine print, including the main charge as well as the fake add on charges is too small to be read from a car length let alone from a moving vehicle.
