If a NTD was left on the car, then appeal around day 25/26. The NEWBIES explains the reason for doing this.
Do not refer to receipts belonging to the driver. Only use copies of receipts from an occupant of the vehicle.
First though you should attempt to find the landowner's details or the managing agent's details. These are sometimes shown on entrance signs, and on the retail site's web page.
The keeper should also complain to their MP as well as the landowner or their agent.
Note that UKPC signs are always inadequate because the charge for breaching Ts and Cs is in such tiny font that it cannot be read.
None of the retailers later visited have the Landlords Details and some have received PCN on their vehicles displaying their LOGO and send it to HO to resolve. I asked what happens if there is an emergency effecting the building safety and got "£$%^%

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your Parking Charge is a vague template, I require an explanation of the allegation and your evidence. You must include a close-up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
The UKPC parking Charge from a subsequent visit as attached states only disabled people with a blue badge can park in a disabled bay. UKPC demanding drivers to display a blue badge when using the disabled parking bays, does not mean they are not disabled; the Equality Act does not require the driver to display any sort of badge or permit. Anyone who fits the lawful definition of disability is entitled to make use of the ‘reasonable adjustments. UKPC are adding arbitrary rules to the lawful right of someone to use a ‘reasonable adjustment’, and this could be considered discrimination and a breach of the Equality Act 2010.
A sign that says only disabled people with a blue badge can park in a disabled bay is discrimination against people who have a disability and/or protected characteristics under the EA 2010, but don't have a blue badge. Since the landowner employ UKPC then they are jointly in breach of the Act.
An elderly occupant of the vehicle is disabled but does not drive or have a Blue Badge.
Please provide the contact details as to who owns the car park as I wish to send them a copy of this letter.

What I meant was, don't say, here is a copy of the driver's receipts, as it may be possible for the PPC to identify the driver from that information.
Simply say that the receipts are from an occupant of the car.
This applies to complaints and appeals.

If this is UKPC they will settle for £15 if you are saying the driver did have a Blue Badge.
