It's the same as I said about the various comments about civil unrest and even rioting that have been blithely being bandied about on here - there seems to be a subset who are viewing that possibility almost with glee. Same with the prospect of energy outages in the colder months - again there does feel as though there is some hand-rubbing going on around it - as though it's being viewed as a nice bit of excitement.
