Parent is on the priority register because of age - 83. She’s perfectly capable of making a hot drink in a thermos, making sure she eats before the power goes off, getting the hot water bottle out if necessary and finding her torch, with enough notice.
Being an older person on the register doesn’t automatically mean you’re going to struggle if the power goes off for a couple of hours and you know it’s coming.All shall be well, and all shall be well, and all manner of things shall be well.
