Overseas when PCN issued, no right to appeal, Excel parking Lichfield

    Thank you for these, but I was parked across the road in the short stay.

    As they've now changed landowner/PPC I'm struggling to find any images.

    @Ed2022. Some of exactly what I was after albeit early a year previous.  Will be useful to compare with what The PPC sent through.

    This looks like the Gresley car park when Excel were operating but it's not dated. I think that the sign by the ticket machine is the back of the sign below. There appears to be no sign at the entrance.

  • Just as a matter of interest when you go into Excel's website where the images are listed etc. There should be an option to pay the PCN. Does it give the sort code of Excel's bankers please? Thanks.

    I might give that bank's merchant services a call and ask what could be the cause of these issues that are happening in Lichfield. Naturally they will not give me specifics but I could ask generic questions as to what the likely cause of the problems with declined/pending payments. I don't think for one moment that these issues are being cause by the paying banks.

    No.  The only option is to pay by card.

    I think the issue is either deliberate or technical. AFAIK the machines use 4G simcards to transmit data.  Depending on the network in use/ signal strength some transactions may just not get through and timeout.

    But from speaking to my bank, they say that if I see a pending charge it has gone through, but it it up to the merchant to claim it.

    I have today spoken to HSBC Merchant Services and the person that I spoke to thought that it was an issue with the receiving merchant. He thought that the problem could have occured when it was set up. He said that they would have their ticket as proof. I told him that it was ticketless. The expression "can of worms" was used.

    It's so bad that Excel have not taken this matter up with their bank. They must surely know that there is an issue but they turned a blind eye to this and continued to issue PCN's.

    Initial thoughts when first looking at this issue was that it could have been the signal however all these claims are all where drivers appear to have paid and then the payment is declined but not immediately. Sometimes hours afterwards when the motorist has gone over the 10 mins grace period. In your case days after. 

    The person at HSBC Merchant Services and myself both thought that any issue with the paying bank would result in an immediate decline of the payment.

    And this is the frustrating thing.

    I contacted my again today to see if there was a record of every time my card was used, sucessfully, or delclined or for a failed pending transaction.

    If it was declined I would have got a message to that effect and it is instant, but for a failed pending transaction there is no such system.

    There is also a log of declined transactions, but nothing for failed pending.

    I am waiting until my next letter then will submit my SAR. We shall se what info they provide, if any regarding transaction logs.  I am also going to ask for a system status log as it must be connected to a network and any outage may be logged.
