The reason I ask is - is it possible that it's someone just going around a neighbourhood on garbage collection day, checking if there's any labelled post in the bin, taking that and noting the reg number of a car on the drive and putting the threat together?
fyi - i'm not disagreeing with any of the advice given here so far. it's just the grammar and threats seem to completely scammy to me.
There are potentially various criminal offences here and the BPA are on the case because CSC are using the BPA logo (another offence).As the 2 cases I've passed to the BPA are in different parts of the country and this new poster tells us that the addressee is not the registered keeper, it is narrowing the data source down to online insurance quotes or comparison sites, or possibly job sites (but unlikely a personal car VRM would have been keyed into a driving job application)?PRIVATE 'PCN'? Yes I get it's a scam but if I got one of these I'd look and see where they think I was parked. Local Tesco? (ok, but never more than 30 minutes so that's fine) or council car park (nope - never use them) so I would know immediately that it's a scam. But would others?
The only way a scam works is to convince someone that there are grounds that make it seem believable. - but the letter and original joke of a NTK was sent to you (not the keeper)?
- you have been getting insurance quotes and applying for driving jobs in your name recently? Or the keeper has?
Has the person being written to recently used a new paybyphone app in a car park?
registered keeper spouse and vehicle registered at another address( i know looks dodgy) but just moved house.
Letter arrived in other spouse's name to new address.
Recently applying for jobs and getting insurance quotes (including Uber Eats driver insurance)

Great Detective work all.
Ok I have passed all this on to Steve C and Sara R at the BPA and pointed out that the DRS letter claims authorisation of the FCA and ICO so I've asked BPA to liaise.I suggest all victims immediately report DRS to the FCA and include not only the letters & texts you have, but also a link to this MSE thread showing the DRS letter claiming FCA registration and the bank account (see Grizebeck's post) that needs freezing.
Seems to be a scam based on data harvested online, possibly from an insurance comparison site hack. Maybe Uber Eats Driver Insurance...FCA need to investigate.FCA have massive clout and will be pee'd off not only about DRS naming them on the letter but also the possibility of insurance data hacking.
FCA is the way to go now, IMHO. They will move far quicker than the ICO. Also please update Action Fraud with what we've uncovered.
