Can't see the data coming from DVLA, as i mentioned vehicle is still registered at a previous and in another name, only place this data can come from is insurance comparison sites or job sites, can't see it being jobs sites either as you don't normally enter your car registration number, but they were applying for driving job so you never know.1

- but the letter and original joke of a NTK was sent to you (not the keeper)?
- you have been getting insurance quotes and applying for driving jobs in your name recently? Or the keeper has?
Has the person being written to recently used a new paybyphone app in a car park?

I can't see from the photos whether there's actually any details of where someone might have been "illegally" parked. Is there any? Is it possible that they might have been "illegally" parked??
The reason I ask is - is it possible that it's someone just going around a neighbourhood on garbage collection day, checking if there's any labelled post in the bin, taking that and noting the reg number of a car on the drive and putting the threat together?
