Looks like a SCAM to me. I would report this Fraud attempt to the local police. It is peppered with outright lies and coercive borderline blackmailing!
It's funny that as soon as the new code has been withdrawn new scum-buckets have risen from the Sewers!

I've been doing some digging into these companies ..
BPA confirms not a member nor ever has been and are now currently investigation the unauthorised use of their logo and claim affiliation.
The Co-Op location they claim they manage has no parking enforcement as confirmed by the shop them selves, the Tesco location now claimed also doesn't use them.
The alleged incident date was 18th March, issue date 21st march yet the wording suggests in those 3 days that the keeper was written to and provided the name and address of the recipient and the charge was issued to them... 3 days? Hmmmmm
DRS doesn't appear on any register and even the link they provide to the HCEOA then shows no record of them
The image on their front page is a generic one found all over the web.
Their have no privacy policy, the DRSdebt.com website has absolutely no GDPR protection. Simply enter their reference number and you get access to personal data without having to validate any private I formation at all first.
Both formed in May this year using previously dissolved or struck off business names (or slight variations but same address)
Look at the address on Google maps..... Interesting
Action Fraud has been informed as has trading standards and a few people have submitted DVLA DSARs to see who, if ever, has accessed their data recently.
The whole thing is a scam from the off and the more you dig, the more apparent it is.
I suspect a wave of these to come before they get shut down8 -
So unless people are telling them, are they getting RK data from the DVLA?
Wouldn't be the first time the DVLA have been a little duff and given data to a so called PPC not in an ATAFrom the Plain Language Commission:
