If a majority of people pay up, and/ or give details upon the receipt of a windscreen ticket then the whole process of having to join a trade association can be skipped.
Then anyone can get some tickets printed, set up a website with some threatening rubbish to scare people into paying, go to a random car park, issue tickets, profit.

The people I'm helping have been told to SAR the DVLA although the reading of the CSC letter suggests they were provided the details by the keeper etc yet the recipients are the keeper.
Could this simply be a case of someone intercepting mail to obtain a name and address with the vehicle in the front garden etc?
Eventually the truth will come out.
If anyone knows the names Steven Freer or Liam Baines and can put a connection to the 2 that may help3 -
Another theory is this could be part of a wider mail theft/ postal scam racket. Postal theft is more prevalent than the public know. So its possible that someone is intercepting maill, stealing it and using all NTK PCNs, Debt Chasers, Red Letter Warning notices from utility companies then copying the format/ ramping up the threats and targeting the consumer who may pay up or they might "tempt" with a lower settlement figure!?! Most of these PPCs farm out their PCNs to multiple DRCs at a time who in turn share with other companies if unsuccessful so consumers could be easily enough duped under the circumstances.

Well the BPA are on this and are checking with the DVLA and will come back to me.
Another way that VRMs could be matched to names and addresses (without DVLA data being fed to them) would be if a service garage database has been hacked, or Airport parking records, or if a car insurance database has been hacked.
Or a car insurance quote comparison site could have been hacked.
Or even a pay by phone parking app provider?! They hold loads of data.
I wonder if the victims have an insurer in common or have recently used a dodgy Airport parking firm, or got some car insurance quotes online? Or downloaded the same pay by phone parking app?
Or had an historical PCN from the same PPC, or demands from the same DRA or roboclaim thug a while back?
A PPC or DRA could have been hacked. We need to find the common factor.
If phone numbers and texts are being used as part of this scam, then an insurance, Airport parking or pay by phone database hack or leak would seem more likely.
That data would give the scammer the keeper's name, address and their phone number and seems more likely than a DVLA leak (because DVLA do not hand out phone numbers).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Family member received a letter in the post, definitely a data breach some where, they recently moved address and not made any address changes as yet, vehicle is registered to spouse, but the have been getting insurance quotes and applyingf or driving jobs, so data could have come from there.3
