Most setback(as you call it) through the programmable thermostat. That's why I think that's an industrial setup YouTube video not residential.

Ah that's a par31 controller most residential have FTC models so I suspect this is not going to help the OP1 -

A final thought, it looks to me as if Economy 10 is a red herring as all your Economy 10 circuits are off. But it is possible your controller has been set to "boost" the heating at certain times and you get cold at other times. You don't realise this because nobody has shown you how to read or operate the controller.Reed1
