    Maybe at one time ... PE now are just part of the BPA membership scam

    AND PE SAY:-
    Despite a payment machine being fully operational during this time, all parking charges issued during this period have been cancelled and those affected will be notified by letter."

    WHAT A LOAD OF RUBBISH BY PE ?
    If they really thought the pay machines were operational at the time, why would they cancel 

    Come on ParlingEye ..... cut the crap

    AND APCOA .... just another operator that the BPA allow to scam
    "APCOA, for God's sake... you work for councils and are meant to be one of the better BPA members."

    Because the BPA has totally lost control of their members, 
    APCOA have followed all the other money scammers. 

    When GOVE MP gets off his toilet seat and releases the consultation, I for one will be highlighting why the BPA cannot be fit for purpose

    What an arrogant response from Osner. 
    The man is an absolute worm and what is wrong with society.
    His company's letter is threatening someone with "magistrates court" and "criminal proceedings"? I would like to see this letter. 
    If ot says this then his company ate committing fraud!  Parking is a civil matter, which isn't entertained at criminal courts. So he is effectively coercing people into paying money he isn't lawfully entitled to. This is obtaining property (money) by deception!

    Not strictly on-topic as it refers to a council run car park but it did make me laugh.
    The parking attendant that issued them all must have thought they were up for a promotion with this lot nabbed!

    Already discussed above but in the context that the first article we linked said it was APCOA (a private firm) at a railway station.

    As you say, it's now being reported as a Council PCN screw-up:

    @bargepole - different car parks then.  Now reported as the Council ones you mentioned - Duke Street and Railway Place -  and the Council says:

    "
    We are sorry for any inconvenience and upset caused. Anyone who has been ticketed should take no further action as the notices will be cancelled, and anyone who has already paid the PCN charge will be refunded".

    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
