Come on.  ANPR does not check that anyone parks 'safely'.

Highview are reportedly harassing your hospital staff, visitors and patients and are certainly not your PARTNERS.

The BPA's 'finest' issuing auto-PCNs apparently unchecked (ANPR = PCN machine again) then sweeping their own failure under the carpet, once people sussed and showed THEM that three payment machines were not working:

What an arrogant response from Osner. 

The man is an absolute worm and what is wrong with society.
His company's letter is threatening someone with "magistrates court" and "criminal proceedings"? I would like to see this letter. 
If ot says this then his company ate committing fraud!  Parking is a civil matter, which isn't entertained at criminal courts. So he is effectively coercing people into paying money he isn't lawfully entitled to. This is obtaining property (money) by deception!

I was at the Hospital today and saw a car with a windscreen PCN on it   I left a note on the windscreen advising the car owner to contact the Patient Liason team and also telling them to check this website if that proves fruitless 

Hospital parking can be managed without these firms. I remember going to the Lister Hospital in Stevenage years ago where the security dealt with parking and would issue out PCNs, but these were low value at £5/10 and the money went back into the Hospital. 

 The NHS get zero from their carpark "psrtners". The NHS management leave a lot to be desired.

The landowner should be ashamed of this conduct by their useless agent.  That's not parking enforcement, it is an 'outrageous scam' fuelled by greed.  This will be a P&D machine not working and instead APCOA sent someone along to charge genuine train service users (who COULD NOT JUST LEAVE) £100 a pop for their own likely system failure.

APCOA, for God's sake... you work for councils and are meant to be one of the better BPA members.

The main multi-storey car park near the front entrance to High Wycombe station is a complete joke. The pay machines often don't work, and if you try to pay by phone, APCOA's automated system often doesn't recognise the location code, and the payment fails. Most commuters are hurrying to catch a train to London Marylebone, and don't have time to faff about with the app, and in any event the signal drops once you are aboard the train.

Locals will know that there is a second car park in Duke Street, by the rear entrance to the station, which is Council operated, no PPC involved. You can park there all day for £6, and must purchase a pay and display ticket. But you need to get there before 8:00am, as it fills up quite quickly.

Already discussed above but in the context that the first article we linked said it was APCOA (a private firm) at a railway station.

@bargepole - different car parks then.  Now reported as the Council ones you mentioned - Duke Street and Railway Place -  and the Council says:

"We are sorry for any inconvenience and upset caused. Anyone who has been ticketed should take no further action as the notices will be cancelled, and anyone who has already paid the PCN charge will be refunded".

On that front, Mrs U and I have used the M's greasy spoon cafe, in two different locations, a number of times, and I can honestly say, that on most occasions they have got our order wrong or badly prepared. You only have to look at the vacated tables and the discarded, half-eaten, food to see that we are not the only ones to have experienced that misfortune.   

Perhaps they realised that their 120 mins was rapidly expiring and were rushing back to their cars so as to avoid the wrath of the muppets.
