This ( if not reported already) has to be one of the worst in terms of accuracy.

Man visits recycling centre - that happens to be located in a supermarket car park, then filled up the car with fuel, and made use of the car wash.
As this all took place before the main store opened he was clobbered as he took more than 15 minutes to complete those tasks.

James Aldridge, Bracknell news's Local democracy reported clearly has not got a clue as he states

The fine, called a penalty charge notice (PCN), was issued after the man undertook chores having parked at the Tesco Bracknell North Superstore in County Lane, Warfield.

    The fine was incurred

A Spokesperson for Tesco then said
“However, we appreciate that this was a genuine mistake on the part of the customer and are happy to waive the ticket in this case.”

The PCN has since been cancelled.

Limits to parking outside of store operating hours has been imposed to deter anti-social behaviour in car parks such as unauthorised car meets.

The only mistake here, is a n ANPR set up. a very effective method for keeping out those who you don't want in a car park already exists - its called a gate

    A new one:

    https://www.bedfordindependent.co.uk/new-parking-restrictions-causing-havoc-in-great-denham/

"Debbie Williams, the landowner of the Village Medical Centre (VMC) has recently introduced restrictions to prevent visitors to the nearby pharmacy, vets and dental practice from using parking spaces reserved for patients in the GP surgery car park.

Patients at the VMC can park for free as long as they provide their car details when they arrive at the surgery. However, there have been criticisms from users of the nearby facilities that they have been unwittingly caught out when stopping briefly to pick up a prescription.

The owner of Meiklejohn Pharmacy told the Bedford Independent that they were not consulted before the Automatic Number Plate Recognition (ANPR) cameras were installed. She said some elderly customers have been fined up to three times as they do not understand the new system."

Local MP and Councillors are trying to resolve it for the pharmacy, and all the while Countrywide Parking are trousering money from vulnerable NHS patients and old people who know no better.

CineWorld seems to think it's perfectly OK for a "90 mins max stay" rule to rip off their patrons on "match days".

It will all end in tears but not before the PPC has trousered tens of thousands:

More (not so) Smart Parking mayhem. Good on the victim refusing to pay a reduced offer of £20 and then won at POPLA.

Last month customers were left furious when they were incorrectly fined due to being unable to pay for parking as machines were out of order. However, Parkineye has since said all fines from 11 April would be squashed.
Oh dear, a not-too-bright reporter - 'squashed', for goodness sake!

Yet again it's ParkingEye, this time proudly 'driving up standards' by fining a couple for parking at a surgery for a Covid19 jab, despite the fact that the BPA under Steve Clark's instruction ordered AOS members NOT to pursue PCNs when people were getting Covid jabs:

    https://www.northamptonchron.co.uk/news/people/angry-northampton-pensioner-slams-gp-surgery-after-being-slapped-with-ps100-parking-fine-while-getting-covid-19-vaccine-4137719

The victims paid it. Oh dear.  This is why PPCs do what they do.  Some people are such pushovers.

ParkingEye didn't refund it, despite being told the facts by the newspaper and knowing the BPA has never removed that Covid jab edict.

And here's Bank Park again, at a notorious scam car park site, reportedly ripping off a disabled person who did pay & display:
    https://www.examinerlive.co.uk/news/local-news/yorkshire-pensioner-given-100-parking-26848180.amp

"Jamie Jamieson, 75, visited Hull Royal Infirmary on Thursday, April 6, to find out if he has Parkinson’s disease. Unfortunately, he had to park his car in Fountain Street Car Park nearby.

    Three weeks later he
received a parking fine for £100 which is not willing to pay, however claims he had paid £4 by cash, to park there for two hours, by using one of the payment machines in the car park...

One woman wrote a review on the Just Visits website saying:

“Do not park here! Even when you pay for your parking they send fines for failure to pay for parking because their machines failed to print your reg number in full.

“When you appeal proving your payment they then still charge a £15 administration fee for their mistake! Which turns to £100 when not paid within two weeks but they only email this. They don’t follow up with a letter so miss the email like me and get stung anyway!”

On Google reviews, a student nurse, who had forgotten to pay one day said:

"Received my fine stating I had 14 days to pay before it turned into £100, however, the 14 days starts from the date the letter was issued, not the date it was received. I received this letter over a week AFTER the fine was issued, meaning I had to pay £100 even though I did not leave it 14 days. Would avoid at all costs."

MORE ONE SIDED PROPAGANDA FROM THE BPA

DfT Parliamentary Under Secretary of State Richard Holden praises work of BPA and its leading initiatives
    https://www.britishparking-media.co.uk/news/transport-minister-addresses-parking-sector-at-bpa-live

He began by saying "We all know that working in partnership provides better transport services and I am delighted that the department has been working closely with the BPA to develop smarter parking - maximising the benefit of real-time data and IT systems to improve the experience of the user.

    IN PLAIN ENGLISH :----
Richard Holden approves the scam, the fakes, dodgy ANPR, pay machines that do not work, poor signage etc etc

And finally Richard Holden says ... " I know that the constructive working relationship with the BPA, which my department has enjoyed over many years will continue"

Ex barman Richard Holden was appointed on 28 October 2022 so what does he know about the BPA. Does he not know that in 2012, the BPA duped the government with PoFA who then went on to having a membership running the biggest scam the UK has ever seen

Is that really what government has enjoyed over the years ???
