The popular in-store cafe is understaffed, and you can wait up to 30 minutes for them to bring your order at busy times. The store itself is a large version, and there is usually another queue for the self-service checkouts.
So, anyone who is shopping, eating, getting their car washed, and filling up, is very likely to spend over 2 hours between entry and exit. The problem is, that it's close enough to the town centre for people to park there and walk, and I've seen people do that. But those people can park, spend an hour or so in town, and return without breaching to 2 hour limit.
So the system is unfit for purpose, because it fails to target the 'abusers', while penalising genuine customers.
I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. This hapless victim at Durham City Retail Park forgot how to Google, didn't do the flipping obvious and complain to the retail park or kitchen store, and instead just did a futile 'appeal' then rolled over and paid Ocean Parking:

Methinks the retail park had sussed what typical ANPR 'PCN machine' scam operations do to on-site businesses by shafting their customers, and would have cancelled that PCN, had the guy complained at the time!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
