Parking stories in the News/media

UKPA are on the signs here; a large York retail park - named and shamed, Clifton Moor Retail Park - that is 'never full' has pointlessly got talked into parking 'management' they don't need:

Clifton Moor Retail Park has a Tesco superstore as well as a wide range of other stores. The local Councillors have seen through this little game.
They have hit out at the introduction of a ‘sneaky’ four-hour limit on car parking at Clifton Moor Retail Park.Lib Dem ward councillors have written to the shopping centre managers asking why the new restrictions were necessary, and requesting that they review the restrictions if residents are being fined unfairly.
Cllr Darryl Smalley, Lib Dem Councillor for Rawcliffe & Clifton Without said: “We were really disappointed to see these parking restrictions, which affect one of York’s key shopping destinations, being put into place just before the busy Christmas and Boxing Day period.
“The first we knew of the parking restrictions was residents getting in touch, concerned at the ambiguity of the new rules.
“We have seen at Tower Court Car Park nearby, where parking charge notices are handed out like confetti to vulnerable residents committing such crimes as needing to use the pharmacy more than once in a day, that these systems can have many unpredictable and deeply unfair consequences.”
Cllr Derek Wann added: “We’re calling on the owners of Clifton Moor Car Park to reconsider the introduction of this scheme, which seems to be a solution to a problem that simply doesn’t exist.
“Clifton Moor Car Park is never full so it is hard to see this as anything other than a sneaky money-making exercise – and one that will particularly affect those that might need longer to shop, such as the vulnerable and elderly.
“The introduction of this scheme, a few weeks before Christmas, and with little clear signage is deeply worrying.
“During the cost-of-living crisis, with many families struggling this year, residents being hit by an unfair parking fine really would be a nightmare before Christmas.”
ANPR is just a PCN machine that singles out disabled people and busy/slower families with children, addressing a problem that doesn't exist...

“The first we knew of the parking restrictions was residents getting in touch, concerned at the ambiguity of the new rules"
Did the parking company not apply for ANPR permission from the council ?1 -
Wierd how York Council are concerned about Clifton Moor, but are more than happy for the most complicated system ever invented to operate at the York City Community Stadium development.3

The meaning of a QUEUE .....A line or sequence of people or vehicles awaiting their turn to be attended to or to proceed.
NO PARKING INVOLVED ..... No doubt the ANPR rogue traders will think otherwise.
When vehicles are trapped in a long queue on say the M25 (which is normal) the overhead gantry always warns "QUEUE ADHEAD" Stopping and parking are two different things
No doubt one or more of the dodgy bods and their legals will have a go
Now in the Mail Online

I suspect many Tesla owners will be getting a £100 shocker some time soon! So wrong on so many fronts! Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

This is the point addressed by His Honour Judge Harris QC in Jopson v Homeguard (Para 20)"Merely to stop a vehicle cannot be to park it; otherwise traffic jams would consist of lines of parked cars."
BBC WatchDog “if you are struggling with an unfair parking charge do get in touch”

Smart Parking reducing a disabled leisure centre visitor to tears in Bristol:

Apparently the leisure centre has created a White List (to save disabled people having to exempt their car on every visit) that Smart Parking deny exists...
