    How could the victim have appealed if they didn't get a PCN, APCOA?

    IMO this is the cause of the uk parking problems PPCs don't carry out any Root Cause Analysis they just deny the problem exists.
    Something the Code of Practice Act was supposed to deal with by adding a postcode field to all KADOE requests to track "hotspot" areas.

    We tried. DVLA seem to like putting their fingers in their ears and staying in the pocket of the BPA.
