Will Hurley tries to justify the debt recovery fee. 

Apparently not enough people “do the right thing” and pay the discount instead of challenging or appealing. 

Perhaps if the appeal process was fair then motorists would not need to wait for court proceedings. 

Again he repeats the same old rubbish about “repeat offenders” making it worse for everyone else.

And he doesn't mention that most repeat victims of his nasty AOS members are residents, caught out by unwanted and unexpected 'permit schemes' and secret photos leading to ten PCNs going to an old address weeks later, rather than ONE windscreen PCN to alert the driver on the day they moved into a new flat.

And he doesn't explain how the heck he reckons £700 on top of an already outrageous £1000 (added for one letter 'escalating' ten PCNs issued to a typical victim resident) is - in his view - "fair".

Even B2B 'late fees' are pegged at ONE LOT of £40, not ten lots. Jeez.

He even suspects 'consumer groups' are behind a non-existent press release. Paranoid...

Hurley refers to costs ???  Has he so quickly forgotten the Supreme Court ruling ... THE PARKING CHARGE IS SET TO OPERATE THE SCHEME.

He's a solicitor, dons a suit, 'assumes the position' (as a self-styled 'expert' industry spokesperson) and delivers his spiel calmly. So there is an ever-present danger that the more credulous MHCLG rookie staff (and some Ministers with blinkers on) could easily fall for it, like a few naive journalists still do.

Same as some Judges used to fall for Gladstones claptrap, a decade ago.

Generally - thank goodness - at most courts, that mindset has ended! Thank goodness for Manchester, Warwick and Southampton courts leading the way.
