Group Nexus admits that they have a blanket policy with a retail park to reissue parking charges at the original rate if the victim hasn't received the PCN:

Shows that the currently stalled Code of Practice has got it right with that clause.
Sadly, the elderly disabled couple in the article actually think it's 'good news' that Group Nexus reduced the PCN back to £60, even though they have a Blue Badge and the new incoming CoP says PCNs must in future, be fully cancelled in such circumstances.

Some businesses are able to log exemptions if their customers have to stay longer than the permitted time period, but proof was required for appeals and collecting this was time consuming, she said.
One elderly shopper had paid five charges "because he doesn't know what else to do and he's so frightened" and another paid the charge after being threatened with court action, she said.

When will the media understand that the BPA code of practice has no meaning as they are unregulated. The BPA betrayed the trust of government but government has not woken up to this YET?
At least the BPA admits that the fake add-on is "compliant with our code of practice" ...... a code of practice that tells parking companies and debt collectors to scam the motorists ? Hence government wants the BPA FAKE BANNED .
If government still wants the BPA to operate then they must regulate the BPA with a higher authority before they start inventing even more rubbish
And the IPC / IAS which was a BIG mistake by government, allowing a blatant scam to operate. The new code will thankfully strangle this bunch
