That's a disabled bay. This is worse than the ParkingEye (alleged) director's Supercar pictured parked across 3 bays.

Here we have the RAC in a new article about the fact the statutory code stands 'withdrawn':

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

  • It’s ok, if the driver got a NPC, under the draft code, the driver would be able to produce a friend/family member/colleagues BB and have it voided.

Further compounding the hypocrisy. That would be fraudulent surely, leading to the possible withdrawal of the BB by the LA.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Pointed statement from the RAC - for those not 'in the know' - a quite different organisation from The RAC Foundation which has been directly involved in the drafting of the new Code of Practice.
The fact that parking companies take issue with the capping of charge notices and debt recovery fees shows precisely why both the code and the cap are needed.
“For too long, some companies have been allowed to prey mercilessly on drivers who might make an honest mistake and then have to face both over-zealous enforcement and threatening debt recovery letters. The Government must stand up to these companies and get the code over the line so we finally have fair and transparent enforcement in the private parking sector.”

As if that has ever stopped anyone…. As demonstrated on this forum, people will go to any length to avoid paying a Parking Charge, and there are plenty here that will help them.

Not by sinking to the level of advising the use of someone else's BB. Give us some credit!

  • What you describe and have an issue with, is exactly the same rule as applied by Local Authorities. 'Show the Blue Badge in your appeal, and they will cancel' is usually the fair policy applied.

The sky has not fallen in.

Accessible bays have not been blocked by chancers on-street in cities up and down the country.

The policy works and the priority is not to marginalise or penalise genuine disabled people. Remember the new Code was set by a balanced Steering Group who debated literally everything for two years.  Have a go at them if you want (me if you like) but I say it gets the balance right.

The LA's are very nieve, many also accept P&D tickets post enforcment; when there is a high chance that the appellant has just picked a ticket up off the floor / asked another driver for one; I have even seen another motorist leave a ticket under the wiper of a car with a PCN on it (being a good samaritan).

A little bird told me that the operators on the SG were mostly ANPR-focused, and don't monitor BB bays anyway; so would have been indifferent to this policy. Either that or other SG members shouted louder than others, preventing the less aggressive members from having their say.

We always support ANPR with guys on the ground (you're only doing half a job if you don't) who use BWC's and get a silly amount of appeals where a BB is submitted and the BWC footage confirms that the BB holder was not present.

Agreed, the world won't fall in; however, the availability of BB bays will reduce somewhat as a family can all share the same BB.

But we know that the most aggressive will have been the PPC representatives - and it is fortunate that @Coupon-mad was also there to counter the extremism. ;)
