And here we have NPC caught out providing allegedly 'false evidence! to the IAS and when the journalist raised this with the IAS, she got a response from the IPC (of course:

    https://www.kentonline.co.uk/dartford/news/i-was-fined-for-parking-without-a-permit-but-there-s-not-325752/

Let's see how the IPC handle this alleged fraud.
My iPad now has coffee splattered all over it!
"We also take seriously the broader implications raised regarding public trust in the appeals system and parking enforcement practices. Transparency and fairness are core principles that underpin both the IPC and the IAS.”
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

EV's and ANPR do not and CANNOT MIX
As most car parks have EV charging points
ANPR is the so called "one eyed frog", ANPR is not fit for purpose and a scam, ANPR should be banned

Portleven resident drums up support to stop Cornwall Council offloading one of its most popular car parks to a private management company.

Cornwall Council plans to privatise the parking on Kitto’s Field and numerous other car parks by using a tender system to the highest bidder. These car parks will be monitored by ANPR 24 hours, seven days a wk, 52 wks of the year to maximise the monies taken.
Is it really permissible for councils to hire a private contractor to run their car parks using ANPR to evade the ban on councils using ANPR themselves?

Sainsburys Horsham are losing customers due to their stupidly fiddly 'scan a receipt to exempt yourself from a fine' system:

    https://www.sussexexpress.co.uk/news/people/parking-fines-at-horsham-supermarket-causing-stress-and-annoyance-5180666

"Many have taken to social media to share their views. One shopper said: “Just received a parking fine from Euro Car Parks for allegedly not scanning my till receipt in Sainsbury's car park. So very annoying as I am meticulous in making sure I do this."

Loads of replies saying people have stopped shopping there.

The BPA must be so proud. Supporting landowners eh? Try telling that to defunct Somerfield...

VCS v Carr is getting some publicity:

    https://uk.news.yahoo.com/driver-wins-long-running-court-114431092.html

£9500 for parking at his own house was criminal, IMHO, and if there was any real justice, I say that VCS should be in the dock.

It's victims like Phillip Carr who are the group that PPC World call 'repeat offenders' and Will Hurley embarrassingly said in his LinkedIn recently that repeat victims (who he and we know are mainly residents and their visitors) are such wrong 'uns that they shouldn't have the discount!

You could not make this stuff up.

    But they do!
I wouldn't mind it now and then, but it is one of his persistent messages - maintain levels of 'deterrents', increase them for those 'repeat' offenders...he even cites (well actually he doesn't - probably just a LinkedIn poll with 27 answers) where he asked the motorist what they think! much to my chagrin.
