Portleven resident drums up support to stop Cornwall Council offloading one of its most popular car parks to a private management company.Cornwall Council plans to privatise the parking on Kitto’s Field and numerous other car parks by using a tender system to the highest bidder. These car parks will be monitored by ANPR 24 hours, seven days a wk, 52 wks of the year to maximise the monies taken.3

How car parks became a cash cow3

"Ironically, given their name, it’s only Euro Car Parks out of the top five companies who are a privately owned British company. In its last accounts, it posted a £22m profit and its website quite clearly states: “Euro Car Parks is passionate about increasing revenue on your car parks”. Quite."
As landowners must know about the scamming (Hansard) activities of their agents it's about time they cottoned on to this lucrative activity and demanded a share of the pcns in future contracts. Thereby inflicting even more misery on motorists as they will be even more reluctant to cancel pcns. Easy money - assuming they have any customers left.

How many exceeded-maximum-stay PCNs (probably Horizon) will this result in, I wonder?15 minutes at many branches from 1800 on a Sunday for example..Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

And right on cue, here we have ParkingEye rinsing an old guy for £60 because they've introduced loads of retail park NO PARKING OUT OF HOURS new rules all over the Country, yet these places all have EV charging bays:
https://www.thenorthernecho.co.uk/news/25238177.oap-slams-ridiculous-durham-parking-hit-fine/
We should mention these cases in the Public Consultation because this is scammery against EV owners and the bays are leased separately by the EV charging companies who are offering their use 24/7.
The conflict is plain stupid and retail parks need to stop letting ANPR firms dictate new rules that are incompatible with the needs of both shoppers and EV owners.
The duped old guy paid £60 and ParkingEye actually think that's perfectly acceptable. Honestly I could swear. How is this scam legal and why aren't the EV charging firms refusing to accept these terms in THEIR leased bays?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Next up, UKPC are scamming this businessman with a 'double dip' case that they are continuing to demand and told him he has to pay:
https://www.birkenhead.news/liverpool-man-asks-for-restaurant-staff-to-help-throw-parking-fine-out/
"Vinnie Brownell is contesting a penalty notice issued last October by UK Parking Control which alleged he left the McDonald’s restaurant car park at Aigburth Road in Dingle after being parked from 8am to 3pm.Mr Brownell, who owns a Furniture shop just a mile away, says that he in fact left the restaurant after 30 minutes. He visits most days on his way to work to pick up a coffee before opening up at 9.30am."
He has now obtained a WS from McDonalds staff in an effort to defend the case that he says is at court.
Cue a discontinuance, as long as he has defended it!
