     seems to be based on the prospect of councils being allowed to increase the price of council issued fines and the review of price caps, motorists being treated harsher than shoplifters etc
    lots of talk about fines, got the feeling it is going to be confusing council tickets Penalty charge notices - aka PCNs  and PPC tickets called parking charge notices which by a sheer co-incidence is also shortened to PCN

    2hr 48 onto hospital parking paid for 24hrs, but ticket was only valid upto midnight
    2hr49 and the motorist who was taken to court by a PPC issued with a CCJ, and overturned it, and got the money back

    Finally the DFT are waking up to the fact that existing rates offer zero deterrant, with it often being cheaper to risk a fine than pay for parking.
