Keep the Councillor supporting this measure details handy so every time there is a complaint about this fantastic new system she is made aware of it and asked to intervene. It also needs an early FOI for details of the contract.
I remember the shopping trolley with a reg plate which received a 'ticketk for an overstay so that may be worth repeating, sometimes it need stupid stunts to wake councillors from their slumber as they sit in meetings voting mad decisions through.
Also don't forget if it comes to Court to ensure the council are called as a witness to explain their decision.
