What is needed is a regulator such as the FCA to take over from the BPA and IPC.
Whilst the BPA / IPC are in charge, the scam will continue, it is the parking companies / dodgy legals and debt collectors running the BPA / IPC4 -
FCA or CMA should be the regulator.
