I'm sure you and ECP are aware that the IA is coming in to address 'MARKET FAILURE'.

If you don't realise that an entire industry being forcibly regulated by Government action is OBVIOUSLY a case of Market Failure, then you don't understand the reasons for an IA.
Your members called for an IA. I think ECP were one of those behind all this. So you got what you asked for. What did you expect the rationale for the IA would be?!

I notice that the lady was visiting Wilko. There are numerous retail parks across the country which (used to) have a Wilko outlet, and serviced by ECP. It's hard not to draw the conclusion that the presence of ECP has firstly seriously affected footfall, and the Wilko demise is more than partly linked to this.Killing the High Street!Please note, we are not a legal advice forum. Interesting article about how flawed reliance upon ANPR is, so says the outgoing Biometrics and Surveillance Camera Commissioner, Professor Fraser Sampson:

He said there was only 97 per cent accuracy of reading number plates - which means a staggering 2.4 million wrong number plates being flagged each day and innocent drivers getting fined.
Prof Sampson said he was writing to the Information Commissioner about the accuracy level leading to so many false plate readings.
He said the Surveillance Camera Code of Practice is the sole legal instrument directly governing ANPR camera systems and it will be abolished by the Data Protection and Digital Information (No.2) Bills, subject to the will of Parliament, after which time there will be no individual or organisation with direct responsibility for overseeing or reporting on their operation."PRIVATE 'PCN'?
