Well I got my state pension early Oct 2021, so I don't get winter fuel payment, says cut off date was 26 Sept 21.

Frozen feet for me I guess.

Unless I have mis read it.
People will be eligible for this payment if they are over State Pension age (aged 66 or above) between 19 – 25 September 2022.
    https://www.gov.uk/government/publications/cost-of-living-support/cost-of-living-support-factsheet-26-may-2022

Thank you have just read this however when you go to eligibility link it states 26th Sept 21 fingers crossed the new date is correct
If you look further down the WFA page it clearly states it is relevant to winter 2021-22.

I have spent some time on phone Age Uk line this morning and have been told if in receipt of Winter Fuel Allowance this coming year would get the One Off Cost of Living payment.  As I am born after 26th Sept 1955 I will not get either.
    I am so confused.

Why would you not be in receipt of WFA this year ?  The date resets every year.  The factsheet states Sept 22.  The WFA page states for the 21-22 winter it is Sep 21.  For the 22-23 winter it will be Sep 22.  The problem is that the 22-23 WFA has not been put into action yet, the page only gets updated once a year nearer to the time.

Possibly non as they are unemployed and have been for years. In this instance they live with there parent who is responsible for paying the bills.

In which case they are quids in, however without knowing which, if any, benefits they qualify for it's impossible to say by how much.

How about the parents asking for more "keep" to help pay the bills, transport?

If, as stated, they are unemployed and qualify for a means tested benefit then they will receive £650, from which they can give their parents some if they ask.
