PCN Parallel Parking - No Reg No

Hi All,
So a little bit of context. Went to a car park in town managed by Parallel Parking. Went to the machine and oddly struggled to input my registration number so slotted the money in and ticket popped out.
9 days later, I receive a PCN from the aforementioned with CCTV pictures although it seems difficult to make out me driving at the time.
I appealed and sent a picture of the ticket but the response I had was the ticket needs to have the number plate and therefore the appeal was rejected.
Can someone please advise on what I should do. Seems absolutely disproportionate to fine someone who paid the ticket and the machine being able to produce the ticket without a number plate.

Hi - if you haven't already, please read the NEWBIES thread first, because that covers all stages. Your rejection letter tells you what to try next but bear in mind neither POPLA nor IAS are properly independent or even any good:

Hello and welcome.
Yes, we all agree that these silly machines should not issue a ticket if no registration number is entered. Neither should they issue a ticket if a car with that reg no isn't in the car park - i.e. due to a typo.
The technology exists - seen in some supermarket car parks - where they match the regno entered in the machine with that recorded by the ANPR camera.
Anyway, what do you do about your problem?
The keeper should send the blue text template appeal easily found in the opening post on the NEWBIES thread.
Send it unaltered - no need to add or change anything.2 -

Parallel Parking are IPC members, and have signed up to the IPC's Get Your Reg Right scheme.

Technology exists to prevent a ticket from being issued unless the correct VRM has been entered, and it matches the VRM of a vehicle actually present in the car park. By not using this typo proof technology, Parallel Parking have failed to comply with the IPC's requirements, despite being members of the scheme.

No. That's not a stage suggested anywhere. The IPC is not the IAS (albeit they are bedfellows).poshMosh said:

They've suggested to appeal via the www.theIAS.org

If it went to a court hearing a judge may think by appealing to the IAS you have behaved responsibly to resolve this. However the IAS are proud that they only allow 4% of appeals so don't be surprised if they find in favour of the PPC. They are not independent and are part of the same organisation as Gladstones Solicitors who prosecute many cases.
Don't bother appealing at all if you have timed out on the free appeal and have to pay £15 to appeal only to find that their decision is now binding on you. You will have much better odds that they discontinue prior to a hearing or the judge finds in your favour.5
