Sounds like a load of crap that will have zero impact on the grid.
Edit: it also seems to be predicated on something in Spain that didn't happen on any sort of scale, and where it was strikes and protests that prompted the government to introduce temporary measures on energy prices.19 -
Seems like a terrible idea. Generally using less power is great, but millions of people switching everything off for 10 minutes then back on again could bring down the grid.5

Perhaps you missed the fact that the Spanish Government only views the measures as temporary due to the pressure on National budgets.1

Reminds me of a show in the 70s where they used this for voting.
People in one named city would switch lights off and o ono vote and it was measured by who had the bigger increase in electricity.0 -
