I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.0 -

@mizerious you have been advised to start your own, separate thread rather than piggybacking onto someone else's thread as it just causes confusion for everyone.
However, as you've caught me in a sympathetic mood, I will give you the simple information that you need to use in your appeal to APCOA. Whatever you do, do not identify the driver, directly or by implication as you have above where you say "I drove myself to LHR". Always refer to "the driver drove to LHR" or "the driver did this" or "the driver did that".
Why you may ask?... If you have read, re-read, digested and begun to comprehend everything that is in the Newbies thread near the top of this forum you would, by now, know that airport land is not "relevant" land because it is covered by airport bylaws. What that means is that their PCN is not POFA compliant and liability for the charge cannot be transferred to the registered keeper of the vehicle. As APCOA do not know who the driver was, they have nowhere else to go with this.
What APCOA rely on is victims of this process to poop their pants at the first PCN and blab who the driver was. In that case, they now have a driver to pursue. You haven't blabbed who the driver was, even inadvertently, have you?
So, your appeal to APCOA could be as simple as:Dear APCOA
Ref PCN:XXXXXX
You have requested that I, the registered keeper of the vehicle, provide you with the drivers details. As you are well aware, POFA does not apply as the charge is for an event on non-relevant land which is covered by airport bylaws and liability cannot transfer from the driver to myself, the registered keeper. I am under no legal obligation to provide you with the drivers details and no assumptions can be made.
So, I request that you cancel this PCN and save yourselves the POPLA fee where this would be cancelled.
