Logistics of this could be hard but they can of course couple it with an algorithm to verify it for them based on submitted evidence - at least landowner details can simply be crosschecked with HM Land Registry automatically. They do try to grind people down. It's a process to try to get you to pay up.

Do self ticketers have a machine to print the ticket, how does it work lol.
