Parking Ticket in Supermarket Car Park

I really don't know why you're trying to defend the PPCs - these are all examples of the devious tactics they use, so them deliberately having their cameras not synched is by no means a stretch of the imagination. 🙄

Not all ANPR cameras are fit for purpose.

Another recent mess-up by NCP (probably just negligence and lack of proper checks but it breaches the BPA Code and ICO surveillance camera rules - and they profited from it) generated several PCNs and proves the 'in & out' cameras are NOT synched at all, just manually set individual systems.
Two known victim scenarios:
… Driver entered Imperial War Museum car park, noted it was closed and left immediately (44 seconds).
... Another Driver was disabled and looked for an accessible space. Found none and left after about one minute.
http://forums.pepipoo.com/index.php?showtopic=142079Both received a charge from NCP stating they stayed an hour without paying.
Cameras clearly show they are out of sync GMT/BST but NCP rejected the appeal stating their cameras are correct! One OP was able to show they were in another NCP car park between the times stated.
I made a formal complaint to the BPA about that site/NCP, and asked for an investigation, as refunds must be due from consumer victims who actually paid NCP out of ignorance or fear.
This is the result:
RE: BPA-027063 Complaint
Dear xxx
Thank you for your patience whilst we have approached NCP Limited.
We are advised by NCP Limited that their technology team were doing some calibration on the cameras and machines in September which caused an issue with the timings. This occurred between the 15th and 16th of September 2021.
The operator has confirmed that additional controls are now in place to ensure this does not reoccur during maintenance. They have also advised that the error was not in intentional and it was the first time they have had this occur throughout their car parks which use this equipment
15 customers were issued with a Parking Charge Notice on the affected dates. These have all been cancelled regardless of whether they were affected by the timing error. Where charges had been paid refunds will be issued.
As the operator has responded accordingly, this case is now closed. Thank you for bringing this matter to our attention and assisting us to raise standards within the private parking sector.
I hope the above is helpful.
Kind regards
Sara Roberts

Is asking for proof of synchronisation a tactic people use when they get a PCN because i have never seen it?I'm just looking at it logically that they can already make enough money for very little effort by having everything set correctly. So why would they then go to the effort of adjusting the synchronisation to get a few extra seconds on each parking time to maybe catch a few more people but risk losing a lot of money if anyone proves this or makes this information public?

I guess you were so busy furiously trying to rebut our assertions that you missed C-m's example of exactly what you're trying to narrowly focus on?
And to your last paragraph, a 2-word response - Incentivised Targets

But yes thank you Coupon-mad that is what i have been trying to get at. If they deliberately set their cameras wrong then they would have to refund all other PCN's issued so it wouldn't be worth it for them; but in my opinion 1 days worth isn't enough and it should have been all the PCN's going backwards up until a point where they could prove they were set correctly. Most people on here seem to be suggesting that the parking company can just take a photo and put whatever time they want on there and then everyone just accepts it's correct and pays the PCN. But in my experience i've seen lots of people fight these and there are groups set up on Facebook for specific car parks and if there is any hint of foul play they will use that to help anyone get out of paying a PCN.So that's why i just don't see how it's worth it for them to be deliberatly setting them wrong. But obviosuly i could be wrong and most people could just be rolling over and paying these without question even when they know them to be incorrect.0 -

"Most people on here seem to be suggesting that the parking company can just take a photo and put whatever time they want on there and then everyone just accepts it's correct and pays the PCN."I am sure @Jenni_D can explain this in accordance with a reply earlier. I did have the pleasure of informing the Forum a few years ago that UKPC had been banned by the DVLA because of this.2
