UKPC- No PCN and £170 invoice from ZZPS debt collectors- What to do???

This is what I am thinking of saying:

"Dear [    ], 

I am appalled at the treatment and gaslighting I am receiving from yourself and UKPC. Especially since I am, and have been, taking action against the unjust actions from your agent. Therefore, being falsely accused of “failing to respond to both letters” is insulting. I have wasted my time and money in order to find your contact in order to rectify this grievance- I think it is quite clear that it if I indeed received the letters from UKPC to appeal, I would have done so. 

I will reiterate that I never received the original PCN nor the follow up later. I was only aware of this whole situation, when I was threatened by letters from aggressive debt collectors, hired by your agents, UKPC. 

Furthermore, your excuse of not cancelling the PCN due to it’s “historic nature” is false. I suspect that this is a lie that UKPC have supplied. Therefore, I would like to inform and make you aware that a PCN can be cancelled up to a court hearing, contrary to what UKPC may have told you. 

I would like this to be escalated. 

I am now instructing you to cancel this parking charge with immediate effect. 

I am fed up with this treatment, harassment and lies from your agent. Amongst my distress, I am now being significantly disrespected.

As you are aware, I am contesting this PCN, and as you are equally liable for the actions of your contracted agents, I will be inviting you as a witness in court. This will be the case unless the PCN is cancelled.

What do you all think? What else can I add to express my frustration and insight to this? Too much? Too less? 

Again, I appreciate the help and thoughts throughout this so far.

Do you mean "letter" as opposed to "later"?

In your comments about inviting them to court, I would change that from a request to an instruction. They will be required to attend court as a witness in accordance with Section 33 of the court civil procedure rules, Miscellaneous Rules About Evidence. If they refuse or fail to attend, then they must provide a valid reason which will then be put before the judge.
