That to me is a subtle way of saying she believed the parking industry was telling porky pies.
Apparently, the industry thought that the Govt would swallow the idea that drivers would have a field day and deliberately flout rules more than a third more often, due to an unknown 50% discount.
Of course. the discount is neither here nor there, in terms of a parking decision and doesn't even appear on the sign in most ParkingEye car parks.
Yet it was their chap who repeated the above statistic!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The reason a new code of practice was required is the bad management of the BPA and the copycat IPC
It is like a school for scandal with no teachers which produces thugs.?
The BPA made their bed years ago especially when they allowed a debt collector to rule the roost and add fake charges ?
It's far too late for the BPA to change, government has taken over and if they ever thought they were the bees knees, they will now be just a members club with no power

First we need to ALL take part in the next public consultation. Likely not seen till the Autumn at the earliest, I reckon, as the Minister and SoS have both gone from the DLUHC.THEN the replies will be scrutinised (usually takes 4 - 6 months based on the last 2 public consultations in 2020 and 2021).THEN the Govt will produce an Impact Assessment (2023 no doubt) and will publish any tweaks to the Code.THEN that Code has to be placed before Parliament again, I expect, due to any changes made, and the Impact Assessment.
THEN we have to see if the greedy industry will push the JRs further if they still feel unhappy that the consumers, motoring groups and Government has not come to heel and caved to what they are demanding... money talks...
All forced on us (and on the Government) by Judicial Reviews by parking firms who can't stomach their gravy train ending and whose greedy business models aren't agile enough to adapt - or they can't be arsed to work out how to trade fairly.
Not making all their money from penalising people, as most of them do now. It's a broken business model that CANNOT be supported by the UK. In many ways it is currently worse than clamping was.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

We all remember the videos from the BPA recently and Clark talking about a JR and stating that the BPA did not have the money do this ...... BUT, this well outdated members club know a man, or men, who do have the money ?
This is the hub of the problem and government should be made aware that the BPA and the IPC CANNOT BE FIT FOR PURPOSE with all their rubbish about raising standards.
There is only one reason that parking companies belong to an ATA which is access to the DVLA data base
Government should understand that this so called members club is being run by the parking companies
The BPA accept fraud and do nothing about it. They allow day dreamers on their board to invent a mega scam of fakes without any legal authority whatsoever ...... Does the agreement they accepted for being an ATA include fakes and fraud ..... I doubt it ?
Government must take away the ATA status as it is not working. Government were very lax listening to the BPA with POFA2012 .... The problems since then have got worse
There must be a government dept who can act in a responsible manner and control this industry which is also out of control.
There is no need for two ATA's and let's face it, the history of the IPC and the scam that was set up should be wound up
LISA NANDY:
This is not a political forum so whatever your leanings, best not to bring them up here.
HOWEVER we need all sides to to conclude this matter. Lisa Nandy is
the Shadow Secretary of State for Levelling Up, Housing and Communities since 2021.
She is the MP for Wigan, It's population is 324,650
If Lisa is your MP and she does have a big voice in Parliament and on the airways, you must use your voice to scupper this scam.
If she is not your MP, as she is Shadow Secretary of State for Levelling Up, you can still contact her with your thoughts
I cannot see how another consultation will do any more than the last one. What government needs is a mega response from the public.
Yes, money speaks but millions of voices speak much louder.
So just as the parking industry are attacking the DLUHC, we must get every MP involved and the media so the DLUHC know the real truth
I'm sure Lisa Nandy does not want her voters being scammed and that should apply to all MP's
We will wait to see if The Rt Hon Greg Clark MP · Secretary of State for Levelling Up really wants to protect the public against a money scam ???
And for goodness sake government, get rid of these useless ATA's, they are no longer fit and do not fit in with Levelling Up

With the current machinations going on to elect a new Conservative leader and Prime Minister, nothing is likely to happen before 5 September when the new PM is announced - Sunak, Mordaunt, or Truss. Then the new PM will want to appoint their new Cabinet, and new junior ministers in every department, so it may be nothing to do with Greg Clark by then.
That's why I cant see the DLUHC launching the consultation for at least 8 weeks, and who knows what further delays after that. By initiating a JR, the PPCs have effectively kicked the can down the road, and bought themselves a few more months of scamming. The Govt. should have buttoned all this up much sooner after the Act was passed in 2019, but we had a General Election, Brexit and Covid to deal with, and this issue slipped down the agenda.
I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.5 -
Yes, their could be a new game of musical chairs so who knows.
Whoever it may be, the new PM must be certain they will act with the interests of the voters and not of money scammers
We can wait for the new conultation and continue to question the legal authority of the fake scam, that does not stop.2 -
Nothing overly exciting but I can share by way of a brief update, that the DLUHC will be conducting an impact assessment and a full consultation, and that the Government expects the consultation to be informed by an initial impact assessment.
So an 'initial impact assessment' will be published first and that's what people will be invited to comment on, but of course, firstly it must be given the green light by whoever the SoS will be, put in place to be in charge of the DLUHC after the new PM has rearranged the chairs in September.
Specifically, we already know the rest of the Code is unaffected (but currently withdrawn so it means nothing much yet) and we will only be commenting about the two areas that were the subject of the JRs of course:
- level of parking charges
- the extortion of the fake DRA 'fees'.

Thanks for the update.
You know in the years prior to Brexit and Covid, the JR may have worked. NOT NOW ?
The complete disaster in the UK now will last for a long time and for government to approve this money scam and go against Sir Greg Knight's bill, will be a disaster for them
£50 now, is far too much for a motorist to pay, so many cannot afford food and bills.
The fake add-on is only a pathetic scam dreamed up BY the BPA and copied by the IPC. It's a "mates fake" meaning all their mates want a share of the action.
