And here's Hansard's report of the discussions:-

Reading Lord Lucas's statement, I was somewhat surprised to read that he thought:-
It would be a big alarm signal if the result of this code was to push operators towards a financial model that was dependent on parking charges.

You mean they used a terminological inexactitude? ;)

I liked Baroness Randerson's comment, "The Government apparently spoke to three companies and the British Parking Association. They predicted an apparently massive impact on the industry, which seems unlikely to me and, I believe, to the Government."

That to me is a subtle way of saying she believed the parking industry was telling porky pies.
I agree with you  ...... we all knew that anyway.

I think we can all be happy that it is clear that government is not about to U-turn

They mention "loopholes" especially obtaining the data.  This could mean a request to the DVLA as to who accessed the information

Nothing new there then!  Similar to the flights of fancy of the PPC/DCA reps at the Select Committee meeting, and not forgetting the BPA's prediction that the cut in the level of parking charge will result in a £19 billion (yep, billion!) hit to the British economy.  Are they on speed (or an even stronger mind-masher)?
Whatever the BPA are on is clearly a waste of money because IT DOES NOT WORK ?

Guess government had an extra shot of laughing gas when they read that
