Why the heck would they contact the BPA about UKCPM, who are not a BPA member?
Or is the parking firm in fact UKPC and you emailed your SAR to the wrong parking company?
Please confirm and if it's UKCPM then ask your MP to complain to the IPC.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Just to clarify before proceeding – have you disputed the debt, as outlined as an option at the bottom of Gladstones Solicitors letter? This will need to be done before our office escalate to the BPA (I believe UK CPM are a member, as per the BPA website).
