I will answer this myself; the bottom line is that if you can get an 8th Gen or equivalent within budget or can stretch your budget to one, then that is what you should do.

But of course you would need to fit your own NVMe SSD. Relatively easy; taking just a few minutes.
But it's over-budget.
So 8th Gen or equivalent if you can afford it. If not; the best Optiplex 5040, 3050, 5050, 7050 and upwards/equivalents you can get for your money.1 -

If you are going with integrated graphics like the options suggested above, just be aware that your RAM is shared with the graphics card which is usually allowed to use up to 50% of your RAM so 8GB could turn into just 4GB when playing a game.
In the case of football manager - I just tried the demo version and it used 2.3GB of shared graphic memory when forced to run on my integrated GPU.
My PC was running at 10.5GB used out of 16GB available system memory with just Football manager, task manager and snipping tool running - don't underestimate the amount of RAM needed.
I'd recommend 16GB as a minimum.2 -
I currently have 8GB in my laptop. When I ran Trackmania 2020 it complained* about there not being enough free RAM (it supposedly "needs" 5GB), so I can understand why 16GB is not overkill. I'll look to upgrade my RAM at some point (the laptop can take 32GB in 2x 16GB sticks).
* I got around the "message" by setting a fixed pagefile size of 8GB.Jenni x1 -

How do you get £175 from that first link? The lowest spec with an i7 is ~£220 (and they're all 2nd or 3rd gen CPUs, so the Windows 11 claim is somewhat disingenuous. The page title also says 32GB yet that amount of RAM isn't available from the options shown).
The 2nd link looks a better bet (of the two). Note that it has 2x DisplayPort graphics outputs (plus 1x VGA output) so you'd probably need a DP to HDMI adaptor (or cable).
