The people managing the site are not necessarily the people who own it... In my case they were 2 separate entities and the managing agent hired the parking firm but the contract did not flow from the landowner so had it gone to court would likely have been invalid...{Signature removed by Forum Team - if you are not sure why we have removed your signature, it's probably Gladstones}2

I doubt that. MAs are often/usually given carte blanch by landowners. You never know how far you can go until you go too far.0 -
Yes but the contract wasn't signed by the agent even though it was in their name... Either way, just highlighting the importance of establishing the facts re landowners...{Signature removed by Forum Team - if you are not sure why we have removed your signature, it's probably Gladstones}0

If the contract was not signed then surely there is no contract in place. You never know how far you can go until you go too far.0

Interesting. Can you confirm who the current owners are and who to contact re complaints of this type, to help others?danielrichards97 said:Hello,
I am a loss prevention office for a retailer on the Innovation Park, I travel around multiple sites and find myself visiting Edge Lane often. I was not aware either that the exemption list I was on was not for the area beyond the flower beds, something VCS call "e-permit only". They have so far sent me 5 invoices, and I can expect up to 70 as they sent the first invoice on 6th August, for a contravention on June 6th. I started with my company in February so I can only assume they will venture further back.
I received my first invoice after incurring and injury whilst stopping a shoplifter on the Innovation Park. A drug user bit me and I needed HIV, AIDs and Hep tests and vaccinations. This caused panic attacks and a broken hand, requiring surgery and two months off, UNPAID. I have notified them I am struggling with day to day life and the invoices and threats of court action have severely impacted my healing progress. VCS and the landlord of the park were made aware of this and refused to consider it. They also refused to consider that the timeframe of their notification was a mitigating factor as to why my contraventions built up.
My company who are a huge client for the retail park giving them hundreds of thousands of pounds of rent annually, have fought my case with blood sweat and tears, as have I, the Liverpool echo have contacted VCS too but they still refuse to cancel.
Not to mention there is a small chain I have photos of that prove it was possible for my vehicle to have passed through the e-permit section and park in "correct" section, they have refused to provide proof of my vehicle parked where they alleged.
They will not give up. I am disgusted that the landlord refused to help me. I am to the point where my anxiety has grown so high I am struggling to do my job and may need to leave the business I work for. I hope Liverpool Innovation Park tenants get wind of this story and that the landlord and VCS feel it appropriate to attempt to destroy the emotional and financial wellbeing of their employees.
You should also get your MP on board and get them to write to VCS and the retail park owners, as well as using your case as an example to send to Mr Gove at the DLUHC. Ask your MP to show what has happened to you at the hands of VCS and ask that Mr Gove takes this evidence on board and ensures that the new statutory Code of Practice that is being finalised following public consultation, includes exemption or appeals cancellation for employees and contractors doing a worthwhile job at retail parks, so that people with genuine permission to be there as part of vital work can't be hounded like this again.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
