I'm not sure that financial penalty is the right response to something that is an education issue. People that refuse a smart meter normally refuse because of some belief that the change is to their detriment. So we need to do more to educate first. When the vast majority are on smart meters and benefitting from Tou tariffs, the stubborn few will already be in the position of being financially penalised.4.3kW PV, 3.6kW inverter. They said they need £75 mwh they get 73, And no mention of topping up the contacts so any will actually be built this year or in the next 5 years?

Yes, but it has to be targeted at the right people. My concern is that the financial penalties have the potential to most impact those least able to respond. (Poverty and lack of education often go hand in hand)MultiFuelBurner said:

Not sure what the best way to make firms actually exercise their price option is though, currently they can put forward a speculative bid and then only proceed if it makes sense economically at build time - a sort of 'free option'.
I also think we are in a bit of a price bubble at the moment with a lot of countries wanting to go big on wind and capacity not yet ramped, we may get more wind cheaper if we delay a few years than lock in current bubble prices.I think....0 -
