letter about non payment for petrol

A letter has arrived for my grandson who is away at uni. Had permission to open and read it to find - non payment of £50 for petrol. Grandson remembers buying petrol - £15 and paid cash for it at the named location but it was July so not sure of date. The car reg is correct. Thing is - Grandson's car is unable to take £50 of petrol even with an empty tank.
Can someone have used his car reg to obtain petrol or any ideas what has happened please.

approx 35 litres on an empty tank @ £1.40 per litre would be £50. What type of car is it? I think they would have cctv of him walking in and paying so could match up a transaction too.
Or is it the case he filled £50 but only had £15 and agreed to pay the rest?0 -

so has no bearing on the size of the fuel tank, need to really establish if it is possible to get 35 litres of fuel in, if you cant as stated in the OP makes it a bit easier to advise.1
