    I think it's Jason Manford who tells a funny story about being on one and a guy had travelled XXX miles and was pretty hacked off about it.
    At the end of the course the 'lecturer' said "so it'll take you around 4 hours to get home?"
    The guy replied "Nah, I'll do it three"

    Unless I was literally trying to avoid disqualification, give me the points and save the lecture.

    Haven't I read about similar lease car situations on Pepipoo?  (I think it might be like Motability - or am I making that one up?)

    The individual hiring the vehicle is named as the RK on the V5C, but their address shows as : "c/o Name and address of leasing company".  Strikes me as completely crazy but I'm sure I've seen it discussed on Pepipoo and sounds as if AllCarLeasing do it too if the OP has quoted the above correctly.

    Might that explain why the NIP in respect of the second offence appears to be late*, and also why the OP got offered a course in respect of the first offence without apparently receiving all the paperwork?

    *I presume if the V5C shows the OP's name as RK, but their address as the lease company's address, then so long as the NIP got to the lease company within 14 days then that is OK?  Or does it have to be served on the OP even though the V5C address is not their address?  (Strikes me as a bonkers arrangement if it is true... )

    I attended a speed awareness course as an observer about four years ago. It surprised me that many of the participants showed remarkable lack of knowledge of even the basics. The biggest surprises were to do with “default” speed limits for cars. A number had no idea that the NSL on single carriageway roads was 60mph, believing it to be 70. Some had the wrong interpretation of a dual carriageway, believing that a road with three lanes met the bill. Few of them had any idea that the provision of street lighting denoted a 30mph limit (unless signed to the contrary). Many believed a dual carriageway in a “built up area” was automatically subject to a 40mph minimum limit. 

    So I would say the participants on that particular course – some of whom were probably there because of their lack of knowledge I outlined above - certainly benefitted from their “lecture.”

    Yes, at the course I attended it was a bit worrying there were professional drivers there who weren't even aware of the NSLs applicable to the type of vehicles they drove (not sure if that was what led to their attendance!).
  • Forgot to add to my earlier post:  if I were the OP, I would be checking with AllCarLeasing if they had received a NIP either in my name or in theirs before thinking about whether it's out of time or not.  And, of course, the OP still needs to reply to their NIP.

    It's leased, so he won't have the V5 as he's only hiring the car.
    You're confusing lease with PCP, anyone on PCP does get the V5.
    With lease, time limits for NIPs are more relaxed as the police have to contact the lease company to get the keeper's details.
    So the 21 days goes out the window, I'm note sure if there's a second time limit comes into effect (like 40 days or whatever)
    The registered keeper if not stopped at the time of the offence must be served the NIP within fourteen days regardless of who that is. I'd stop guessing if you want to help.

    It’s very simple. Are you the Registered Keeper or not? Confirm this with the lease company. 

    If you are the RK then they’re out of time. If you’re not then they may or may not be depending on when they sent the NIP to whoever the RK is. 

    You still need to respond to this NIP in time. 
  • OP, sounds to me like the letter you received on the 10th September, dated the 8th September, would have been as a result of the police contacting the lease company to find out who was the driver. They will have named you, hence the delay in getting the letter. If as others have suggested, your name and address is not  on the V5C, then it seems legitimate to me. If your address is on the V5, then they are out of time. I doubt it will have been otherwise the police would have contacted you directly.
