Some guidance on stamp duty land tax helps here. This page https://www.gov.uk/hmrc-internal-manuals/stamp-duty-land-tax-manual/sdltm09807 talks about the government Covid-19 advice between 26 March 2020 and 13 May 2020 meaning transactions could not proceed as planned (the context being that a time extension might then be available for exceptional circumstances for SDLT purposes).
I believe the regulations in force from 13 May 2020 (SI 2020 No 500) extended the exceptions to the "stay at home" rule to allow people to visit estate agents, view properties, prepare a property to move into, move home and visit to undertake activities relating to a sale.
