Just do the AOS on paper then. You’ve got the papers, use the AOS reply form and get proof of posting. Online is not the only way as long as you don’t start filling in the defence boxes!
What makes you think the fine doubles?It’s not a fine and even if you lose you’d pay LESS THAN THE CLAIM. You know that because you know the debt recovery costs are false, which is what you also need to tell the Government.

I can see tedious questions getting a bit frustrating, im new to the site and yes the site has a wealth of information but its really difficult to find things sometimes, you guys will know it like the back of your hand but to someone who's not so computer savvy its very overwhelming to say the least.

You posted a picture of it on page 1 , two days ago
Fill it in using a black ink pen , post it to the CCBC in Northampton with a free certificate of posting from the post office counter , not signed for , not special delivery either , instead of trying to log into MCOL
After that , your Defence and later on in a few weeks time the postal N180 can both be emailed , so no need to login to MCOL at all , you just follow the usual process using email
The defence template objects to all the spurious charges , meaning that if a judge grants this objection , the sum owed would be less than the inflated sums on the claim form , if you lost in court , Typically £100 PCN and up to say £100 in legal fees and court costs
Ps , I would probably email a scan of the filled in AOS form ( or download it as a Pdf download and fill it in instead ) and attach it to an email to the CCBCAQ email address , double bubble , post and email , explaining that you are locked out of the government gateway so cannot do it online
They gave you paperwork forms and notes for a reason , so people can use the old fashioned snail mail methods , especially if they have no internet access etc2 -

MY DEFENCE STATEMENT:Nearly 3 years ago the defendant got a parking ticket from a Super Bowl car park that he had apparently used for many years without needing to purchase a ticket, but a week before the day he supposedly got caught it had changed to UKPC, when he went back to testify, the signs to inform customers were very small, and at the time only on the front desk. It appears The Super Bowl was in the local paper with many people doing the same, 100's had been caught out, it was a very big thing at the time, there was an outrage and he has evidence to prove this.
At the time of receiving the penalty he had to his words, lost his whole world within two months, he suffers from severe mental health issues (he can get a doctors letter to back this up) and as a result of this his 15yr marriage came to an end, he got made redundant from a career he had had for 17yrs, his Grandad passed away, his old faithful dog past away, then the cat, it was endless, one thing after the other, he was in a very bad place for a long long time.
The defendant doesnt even know if it was he who had drove there on that day, (he hasn’t seen proof apart from a picture of the vehicle, no driver). The defendant informs me he and his ex partner used to go there separately all the time, using the defendants car, it was a bitter breakup both fighting for custody of their 2 young children, so he says it wouldn’t surprise him if she got the ticket on purpose just to hurt him
But when the marriage ended and they both moved out of the family home, he moved in with a friend for a while and never received the fine as he hadn't updated his driving licence when moving, so it was only when he had permanent residence a couple of months later he knew anything of the ISSUE, by then it was to late and the bailiffs were chasing him.
He informs me with having my mental health issues he just went into panic mode, he had zero money so couldn't pay so did want mental health people do and just hoped it would go away. The defendant says the anxiety and stress with the constant barrage of letters was killing him so he just ignored all the letters and has been ever since till the 'CLAIM FORM' arrived 3 weeks. So now at the present day the defendant says its impacting his day of life massively, huge anxiety depressed, cant sleep. And like most going through this pandemic time, finding the cost of living a major struggle, having to bring up 2 daughters aged 6 and 10yrs of age, keeping on top of all the bills means every month he can only just scrape by, he has zero savings and is constantly in the red so the fine is the last thing he need.
The defendant has never been in trouble before, not even a speeding ticket, he just need all this to go away finally so its one less thing for him to worry about in life.

You aren’t in trouble. This isn’t a summons or prosecution.There weren’t any bailiffs chasing anyone. You don’t have to make excuses for why the demands were ignored - so would lots of people, given this rogue industry!
You need to start again with the template defence you were directed to use. It only requires one paragraph of facts to be added.
