i want to use it with orange .... ive tried the orange sim in the phone but it keeps saying calls from this phone are barred ?

been on the unlock free site but im unsure as to what it means by the following

if the phone was locked it would say something like enter restriction code
it sounds like it is already unlocked
does it say sim registration failed with the orange sim?

bought it off ebay and they said its not unlocked when i put the sim in it goes to the normal useage screen will take incoming calls but i cant dial out
