go to security settings-call barring service-cancel all barrings
it will prob ask for a password though try 12345 as thats the usual nokia default
if that is the wrong one then the previous owner may have changed it.
only thing would be to send it to someone to try and reset it (or maybe even reflash the phone to get rid of it)
have you tried a different sim to make sure the barr is on the phone and not the sim
